MR. KAMAL PHARRAN

Mr. Kamal Pharran is a senior executive with over 30 years of experience in the development and delivery of large-scale infrastructure projects, with deep expertise in Public–Private Partnership (PPP) frameworks. He has led and executed multiple multi-billion-riyal concessions, achieving successful financial closes and building long-term project backlogs.

He has extensive experience working with national energy stakeholders, including projects developed to ARAMCO standards, and has collaborated closely with sovereign-linked investment and development platforms, including BIF-aligned initiatives.

Mr. Pharran is recognized for his strong commercial leadership, strategic execution, and ability to align public-sector objectives with private-sector performance.
